A rotating skyscraper....???

The dynamic tower. One planned for Dubai and one for Moscow. Apart from 80 floors which can all rotate, what makes this cool are the wind turbines and solar panels between each floor which will power the entire building. Oh and the voice activated controls which will allow some owners to tell their floors when to rotate.
